How the report is built
Six things the report checks
The same rules as our calculator, applied per licence and adjusted for what you already have in motion. Read the 2026 rules →
Per-licence maths
2% a year, 1% per checkpoint and the 10% milestone for 50+ licences; the two-Emirati rule for 20–49 licences in designated sectors. Rounded up per establishment card, as MoHRE does.
Adjusted for your pipeline
Hires already in progress, expected leavers and Emiratis hired since January change what is really due — the report accounts for all three.
Time-to-hire test
Five hires per three-week batch plus two weeks for MoHRE, WPS and pension registration, compared with the weeks left to the checkpoint.
Fine schedule
Per person, per month, on three horizons: to the checkpoint, to year-end and twelve months unaddressed.
What counts
Full-time MoHRE contract, WPS and pension; skilled roles counted from work permits, not job titles.
Your PDF
Branded, emailed to you, ready for the board or the group HR director. Then a dated plan back from the checkpoint.
What you receive
A report you can forward to your CEO
Executive summary, per-licence table, timeline, fine schedule, recommended services, a dated action plan and the assumptions behind every number — on screen and as a branded PDF in your inbox.

MoHRE assesses Emiratisation per establishment card. A surplus on one licence does not offset a shortfall on another, so the report shows each card on its own and then the group total.
It compares the hires due by the next checkpoint with the weeks left, assuming three weeks per batch of five hires plus two weeks for MoHRE, WPS and pension registration. On track means nothing is due; at risk means there is time if briefs go out now; critical means the maths no longer fits before the checkpoint.
Step 2 of the analyser takes hires in progress, expected leavers and Emiratis hired since January into account. The report assumes those hires start and are registered before the checkpoint, and says so in its assumptions.
