Emiratisation target calculator
Three numbers in, four numbers out: this year’s step, the end-2026 milestone, hires needed and what a shortfall costs per month. Applies MoHRE’s 2026 rules for 50+ and 20–49 employee companies.
Indicative only. MoHRE counts skilled roles by its own classification; we verify the number in a free workforce audit.
How it’s calculated
The rules behind the numbers
The calculator applies MoHRE’s published rules exactly. Where companies go wrong is the inputs, especially the skilled-role count. Read the full 2026 rules →
This year’s step
2% of skilled roles, rounded up to a whole person, assessed as 1% by 30 June and 1% by 31 December. The number is the same whatever your current Emirati count — it is a growth requirement.
The 10% milestone
Because the programme has added 2% a year since 2022, Emiratis should make up 10% of skilled roles by the end of 2026. The calculator shows how far your current headcount is from that line.
The two-Emirati rule
Companies with 20 to 49 employees in one of the 14 designated sectors must employ at least two UAE Nationals in skilled roles. Outside those sectors there is no quota today.
Exposure
Hires needed multiplied by the monthly fine. The baseline is AED 8,000 per missing Emirati per month; the rate has increased every year, so treat the result as a floor.
Who counts
UAE Nationals in skilled roles on a full-time MoHRE contract, paid through WPS and enrolled for pension. Part-time, outsourced and unregistered employees do not count.
Skilled roles
Professional, technical, supervisory and administrative roles by MoHRE’s classification — typically requiring a diploma or higher. Count from work permits, not job titles.
What to do with the number
Three routes, depending on the gap
Whichever route fits, the same consultant runs it end to end and the fee is only due when an Emirati starts.
It applies MoHRE’s published rules to the numbers you enter. The result is only as good as your skilled-role count, which is where most companies are wrong — our free workforce audit verifies it against your establishment data.
Companies with 50+ employees must add 2% of skilled roles as Emiratis every year (1% each half-year). Because the programme started in 2022, the cumulative target reaches 10% of skilled roles by the end of 2026. Both numbers matter: the step is what you are fined against this year; the milestone is where you need to be.
The two-Emirati requirement for 20–49 employee companies applies only to the 14 designated sectors set by the Cabinet — finance, real estate, ICT, healthcare, education, construction, retail, logistics, hospitality and others. Outside those sectors there is currently no quota.
The calculator uses AED 8,000 per missing Emirati per month (AED 96,000 per year) as a baseline. The monthly amount has risen each year since the programme began, so treat the figure as a floor and confirm the current rate with MoHRE or with us.
