Industries
Emirati hiring across every sector with a MoHRE target
Skilled roles that count towards your Emiratisation quota — from bank branches and contact centres to Jebel Ali logistics groups, hospital administration and graduate engineers on construction sites.
Where we place
Twelve sectors, and the roles that fill first
The roles listed are where Emirati supply and employer demand meet most often. If your sector is not here, the test is the same: a mainland licence and a skilled role.
Banking & finance
Our largest sector — branch, contact-centre, relationship and analyst roles, plus graduate intakes.
Insurance
Customer service, claims and underwriting support roles that count towards targets from day one.
Retail & hospitality
Volume front-line hiring in cohorts, with assessment days and shared onboarding weeks.
Logistics, shipping & supply chain
Coordinators and operations staff for Jebel Ali, ports and freight groups — several of our longest client relationships.
Healthcare
Non-clinical and administrative roles across hospital groups and clinics, plus patient-experience teams.
Real estate
Leasing, customer care and back-office roles for developers and property managers.
Education
Administration, admissions and student-services roles at schools, universities and training providers.
Construction & engineering
Graduate Emirati engineers, QS and project-support roles — see the RLB Middle East testimonial.
Technology & ICT
Junior analysts, support and product-operations roles; strong graduate supply from federal universities.
Professional services
Audit, advisory and legal-support roles at firms with structured graduate programmes.
Manufacturing & industrial
Planning, quality and administrative roles for plants and industrial groups in Dubai and the Northern Emirates.
Government-linked companies
Leadership and specialist roles where national representation is a board-level objective.

20–49 employee companies
The 14 designated sectors
Companies with 20 to 49 employees in these sectors must employ at least two UAE Nationals in skilled roles. Outside them, there is no quota today — but Nafis support and Tier 1 benefits still apply to voluntary hires. Read the 2026 rules.

“We have relied on Shukran HR Consultancy for all our Emiratisation requirements from day one, and we have been extremely satisfied with their services.”
Yes, as long as the company is a UAE mainland entity and the roles are skilled. The list shows where most of our placements have been.
Banking, government-linked companies, telecoms and professional services have the deepest pools of experienced UAE Nationals. Graduate supply is strong in business, IT, engineering and HR.
Companies with 20–49 employees in the 14 designated sectors must employ at least two UAE Nationals in skilled roles. The fine for each missing hire is assessed annually.
